Committees


Executive Committee
Shall consist of the officers of the officers of the Planning Council and the Chair/Co-Chairs of each Standing Committee.

The following are the Executive Committee’s core responsibilities:

  • Ensuring the work of standing committees progresses in an orderly and integrated fashion
  • Setting the date and agenda for each Planning Council meeting
  • Receiving reports from Committee Chairs
  • Coordinating the efforts of all standing committees involved in the development of the Ryan White Program grant applications
  • Coordinating the work of the Planning Council with the Administrative Agency
  • Reviewing the performance of the Administrative Mechanism
  • Establishing a Grievance Committee, when needed, as set forth in Addendum B attached to these Bylaws
  • Reviewing and investigating any violations of the Code of Conduct, and if warranted, recommending the removal of a Member for cause
  • Performing other duties as may be required or assigned by the Co-Chairs of the Planning Council or by vote of the Planning Council


Comprehensive Planning / Continuum of Care (CPCC) Committee

The following are the CPCC Committee’s core responsibilities:

  • Develops the TGA’s Continuum of Care, service category Standards of Care, service category definitions, and defines service category units of measure
  • Reviews and develops a Comprehensive Plan every three years in accordance with the Ryan White HIV/AIDS Treatment Extension Act of 2009, in collaboration with the Grantee (Administrative Agency)
  • Reviews bi-annually the progress of Comprehensive Plan goals and objectives, in collaboration with the Grantee (Administrative Agency)
  • Designates a member of the CPCC Committee to serve on the Quality Management Committee and provides progress reports to both the CPCC Committee and the Planning Council
  • Performs other duties as may be required or as assigned by the Planning Council

  • Fiscal Monitoring and Reallocations (FMRA) Committee
    The following are the FMRA Committee’s core responsibilities:

  • Monitors priorities and expenditures and recommends to the Planning Council any reallocation of funds
  • Requests pertinent data and information from the Grantee (Administrative Agency) to assist the Planning Council in making decisions for the priority setting among service categories in accordance with the Ryan White HIV/AIDS Treatment Extension Act of 2009
  • Provides guidance regarding the purchase of services that will be used in developing Requests for Proposals
  • Performs other duties as may be required or assigned by the Planning Council

  • Membership, Nominations, and Elections (MNE) Committee

    The following are the MNE Committee’s core responsibilities:

  • Recruits, screens, and recommends potential candidates for membership to the Planning Council
  • Tracks Planning Council membership classifications and demographics, as well as changes in population affected by HIV/AIDS
  • Ensures all Planning Council members, including new members, receive orientation and training provided by the Planning Council in coordination with the Grantee (Administrative Agency)
  • Recommends to the Executive Committee that a person be removed from the Planning Council for failing to fulfill his/her responsibilities in accordance with the Planning Council Bylaws and Code of Conduct
  • Recommends appropriate membership classification and representation modifications
  • Tracks members’ attendance records at Planning Council and Committee meetings, and reports attendance concerns to the Executive Committee
  • Notifies the Planning Council of Vacancies
  • Reviews the nomination process
  • Creates a public relations process
  • Establishes a mentoring program
  • Performs other duties as may be required or assigned by the Planning Council

  • Needs Assessment (NA) Committee
    The following are the NA Committee’s core responsibilities:

  • Develops and implements a needs assessment strategy that will provide data that guides:
    • The development of the TGA’s continuum of care
    • Contents of grant applications
    • The intent and strategic direction of the Comprehensive Plan
  • Develops an assessment strategy in collaboration with the Grantee (Administrative Agency)
  • Participates the Statewide Coordinated Statement of Need
  • Performs other duties as may be required or assigned by the Planning Council

  • People’s Caucus
    The purpose of the People’s Caucus is to the strengthen full and effective participation of people with HIV/AIDS and to provide feedback on Planning Council activities and regular input into Planning Council processes. Membership of the People’s Caucus is limited to infected and affected consumers of HIV/AIDS services.

    The following are the People’s Caucus’s core responsibilities:

  • Providing a liaison to each of the other Committees of the Planning Council with the purpose of communicating Committee deliberations to the People’s Caucus for review and feedback before final Committee recommendations are brought before the Planning Council
  • Assuring efforts will be made in a culturally sensitive manner to address the needs of the traditionally underserved and/or hard to reach populations
  • Conduction ongoing education for consumers
  • Creating liaisons and/or relationships within the traditionally underserved and hard to reach populations
  • Performs other duties as may be required or assigned by the Planning Council

  • Leadership of the Planning Council
    The Council elects two Co-Chairs and a Vice Chair, to each serve a two-year term. The Co-Chairs of the Planning Council will then select members to chair each of the five committees, and will assign members to work on one or more of the committees.
